Purpose: Versioned, finalized snapshots of a rancher's operation. A Profile is cited by a Grazing Analysis and becomes part of the evidence packet. Supersede creates a new version without breaking existing citations of the old version.

Field Crop Feasibility

CropScape (NASS CDL) + NLCD cross-verification. CropScape identifies the crop type per year; NLCD provides independent land-cover corroboration for the same parcel.

About This Data: This module uses satellite imagery from the USDA National Agricultural Statistics Service (NASS) Cropland Data Layer (CDL) , commonly known as CropScape. Since 2008, NASS has published annual, geo-referenced maps of crop-specific land cover for the entire contiguous United States at 30-meter resolution. The CDL is produced by classifying satellite imagery (primarily Landsat) using supervised machine learning trained on USDA Farm Service Agency (FSA) ground-truth data, state crop statistics, and other agricultural reference sources.

NASS collects this data to fulfill its congressional mandate to provide timely and accurate agricultural statistics for U.S. policy, trade, and market decisions. For ag classification purposes, CropScape provides objective, year-by-year satellite evidence of what was actually growing on a parcel — independent of what the owner claims. If a parcel shows “Developed” or “Shrubland” year after year with no crop signatures, that is strong evidence against active agricultural use. All imagery is publicly available at nassgeodata.gmu.edu/CropScape .

Year Range

Default 2021-2025 = the 5-year statutory production window preceding tax year 2027 (current appeal cycle, noticed 02/21/2026). A.R.S. § 42-12152(B) requires 3 of the immediately preceding 5 years of active agricultural production. Selecting a case in the picker above shifts the range to that case's TY-driven window.

Grazing Feasibility

Methodology-driven analysis. The per-parcel manual cost-stack form has been retired. Feasibility now computes from MCAO + the operator's profile snapshot + the locked- assumption cost stack and renders a court-ready Feasibility Brief. See §6 of the brief for the full equations, terms, and data sources.

Outputs

The brief is a self-contained HTML report with a visual hero on page 1 (map + scatter + box plot + cost bar), §1–§5 evidence tables in the middle, and the methodology page on the back. The map is a separate Leaflet companion showing the operator's footprint, the appeal parcels, bridging state-trust polygons, and BLM allotments.

Case Workflow + Profile

Every workflow runs the same analytical core. Pick the workflow type and the rancher profile snapshot that will drive the analysis. The case's parcels-under-review are listed in the case record and will be evaluated against the chosen profile.

Court Case work that requires synthesis beyond the two standard addendums (discovery questions, FCV/LPV tax-savings analysis, rebuttal narrative) is composed in Cowork by the analyst — not generated by the droplet.

Operation Qualifier Gate

Six binary tests under A.R.S. § 42-12151 et seq. AU and acres are computed from the operator's leases and parcels at the case's tax year. Attestations are entered by the analyst. All six must pass for the operation to qualify; on failure, every parcel under review is denied without per-parcel cost analysis.

Per-Parcel Feasibility Test

Tests each parcel under review ( cases.apns ) against the operation in the case's selected profile snapshot. Uses the active locked-assumption version. Per-case overrides not permitted.

Export Addendums

Generates the two standard addendums for the current case: a Rancher Operation Addendum (DOCX) and a Per-Parcel Addendum (DOCX per APN, delivered as a ZIP). Synthesis beyond these — discovery questions, FCV/LPV, rebuttal — is composed in Cowork by the analyst.

Includes operation profile, qualifier-gate scorecard, pasture carrying-capacity (forage-based), locked-assumption appendix, and conclusion. Map exported separately as Exhibit M-1.

When checked: clusters whose full operating cost exceeds cattle production value are subtracted from §3.5's headline AUM/AU totals and listed separately in a 'Held for Further Investigation' table. Off keeps everything in the totals but still surfaces the cost-fail list.
